Paris.  Walking around near Les Halles, if memory serves.  Instead of having just a plain-old piece of canvas covering the dusty construction on a building,  I can hear the boss saying, "No, no, this is Paris, we cannot simply have a piece of canvas, we must have art!  We must have  humor!  Allez!, Créez!"
